Arsenije Plamenac ( Cyrillic Арсеније Пламенац ; *?; † May 15, 1784 ) was a Montenegrin-Orthodox metropolitan based in Cetinje and ruled as Prince-Bishop of Montenegro from 1781 to 1784. He was succeeded by Prince-Bishop Sava II. Petrović-Njegoš in 1766 favored because his previously co-ruling prince-bishop, reliable assistant and brother Vasilije Petrović-Njegoš fell victim to a murder plot by the Ottomans or Venice . With the instruction to appoint his nephew as his future successor after his death, the Prince-Bishop Sava passed over the ranking desired by the people and the aristocracy of Montenegro in the Petrović dynasty . They wanted the young Archimandrite Petar I. Petrović-Njegoš as their metropolitan. The appointment of Arsenijes as Prince-Bishop in 1781 after the death of Prince-Bishop Sava caused displeasure among the divided clans of the then Montenegro and led to further division of the subjects among themselves.

Arsenije was not particularly popular with the people, or with the Montenegrin aristocracy . He lived rather withdrawn and mainly concerned with church business in Crmnica. The clan leaders began to ignore the withdrawn prince-bishop in secular affairs, including the Radonjić clan, who were interested in expanding Venetian influence in Montenegro and replacing the previously strong Russian . With the death of Arsenijes after only three years of reign in 1784, this usurpation of secular power, which the prince-bishops had previously claimed for themselves, ended when Petar I. Petrović-Njegoš was appointed Prince-Bishop of Montenegro.
