Arthur Penman

Arthur Douglas Macnaughton Penman (April 1922 - June 3, 2008 ) was a British civil engineer ( geotechnical engineering ). He was considered a leading expert on dams .

Penman was from 1944 in the soil mechanics department of the Building Research Station (BRS, later the Building Research Establishment, BRE) as assistant to Alec Skempton and stayed there for the rest of his career until his retirement in 1982. From the beginning, he dealt with dams there and in particular their instrumentation, for example for pore water pressure measurement and monitoring. He was also active worldwide beyond Great Britain. Even after his retirement, he worked as a dam construction consultant, including in Morocco, Brazil, Cyprus and New Zealand. He also gave lectures at the Pontifical Catholic University of Rio de Janeiro at the chair of Pedricto Rocha Filho.

In 1986 he was a Rankine Lecturer (On the embankment dam).
