In Germany, an expansion plan is a traffic planning instrument used by the federal states , which represents the intentions to expand state and state roads in a specific planning area. A comparable instrument at the federal level is the requirement plan as part of the federal transport infrastructure plan . Transport development plans are drawn up for districts and municipalities .

The expansion plan serves as a specification for the road construction administration as to which projects are to be prepared and implemented. In order to determine the order of the projects, project evaluation is carried out with urgency assignments and shown in the plan.
