The Citizens of Europe Association was founded in 2001. The association is active in European policy education. Its goals are the promotion of civil society and the unification of Europe. To this end, the association successfully solicits public funds for seminars, school competitions, business games as well as information and action days. According to the association, the aim is to involve citizens in a European political dialogue. In 2008, a total of over 100,000 people across Europe should have been reached in this way.

The association works with the federal government's Action Europe and in this context carried out 55 workshops and 60 information events for vocational school students across Germany in 2009, 2007 and 2006 as well as 80 European action days at schools. The association received a financial grant from the European Parliament for the design and use of the European Online Learning 2008 website. The association coordinates the European Drugs Action for the European Commission .

The work of the association is documented by a large number of regional press reports. According to its own information, it also has members in numerous European countries. He has offices in Brussels, Erfurt, Sofia (Bulgaria) and Panevëþys (Lithuania).
