Consultative Assembly (Brandenburg)

The Advisory Assembly of Brandenburg was an appointed pre-parliament in the newly created state of Brandenburg in accordance with the appointed state parliaments of the other states.

In order to enable the rebuilding of the state order after the Second World War in the Soviet occupation zone in the sense of building socialism , advisory assemblies were set up in 1946 in the countries of the Soviet Zone by the Soviet Military Administration in Germany (SMAD) . The Advisory Assembly of Brandenburg was replaced by the Brandenburg State Parliament in the same year .

Procedure and principles

The Potsdam Agreement of August 2, 1945 was a first important basis for the establishment of new political structures . This envisaged the restoration of local self-government, but also of electoral representations at municipal, district, provincial and state level.

The establishment of the state structures after the collapse took place from the municipal level through the state level and finally at the level of the GDR .

On July 9, 1945, the SMAD ordered the establishment of the states of Mecklenburg, Saxony and Saxony-Anhalt as well as the provinces of Brandenburg and Thuringia within the SBZ. About a year later the members were appointed and convened of the Advisory Assembly Brandenburg in accordance with the "Ordinance on the Establishment of Advisory Assemblies in the Province of Mark Brandenburg of June 13, 1946".

The selection of the members was not based on the results of the local elections of 1946, but anticipated essential principles of the state elections according to unit lists:

  1. The SED's claim to a leading role was ensured by the appointment of a majority of SED members
  2. Most of these members of the SED did not formally join the Consultative Assembly in the name of the SED, but of the mass organizations
  3. The distribution of mandates between parties and mass organizations was determined in advance
  4. Effective opposition work should be prevented

Distribution of mandates

The allocation of mandates was determined by the SMAD on June 13, 1946. This is how the 70 mandates were distributed:

The organizations mentioned were free to propose candidates. However, it was ultimately up to SMAD to follow the suggestions or not. The instrument of rejection was the provision that only persons could be appointed as members who can be shown to have a "resolute anti-fascist and democratic conviction".
