Berel Lazar ( Shlomo Dovber Pinchas Lazar , Russian Шломо Дов-Берл Пинхас Лазар * 16th May 1964 in Milan ) is an orthodox Chabad - rabbis and since 1999 Chief Rabbi of Russia and Chairman of the Federation of Jewish Communities of Russia . He is considered a close confidante of Putin . Lazar has been a member of the Social Chamber of Russia since September 2005 , in which representatives of various social groups are represented.
