Bernd-Uwe Jahn

Bernd-Uwe Jahn (born February 7, 1944 in Opole ; † August 7, 2019 ) was a German lawyer who worked in the field of public research from 1973 to 2010 either as a representative of the BMFT and later the BMBF or as the administrative director nationally and internationally Research institutions in Germany.

Live and act

Early years

Bernd-Uwe Jahn grew up in Münsterland after fleeing Silesia in 1945 . He attended high school in Dülmen . From 1963 to 1970 he studied law at the University of Bonn and the University of Cologne . Parallel to his studies, he was a research assistant at the Institute for Media Law at the University of Cologne from 1968 to 1973 , where he received his doctorate in 1973. Bernd-Uwe Jahn was married and had four children.

Research management

In the same year his professional career began when he joined the then Federal Ministry for Research and Technology (BMFT) in Bonn. He led him in various functions from the central department, the international department to the management level. From 1975 to 1979 he was deputy head of the personnel department at the BMFT. From 1979 to 1982 he was deputy head of department for bilateral cooperation with America and Africa. From 1982 to 1985 he was cabinet and parliamentary advisor to the minister under Federal Research Minister Heinz Riesenhuber . In 1985 he was seconded to the German Embassy in Washington as a science officer .

After returning in 1989, Jahn was appointed Deputy Head of the Political Affairs Division of the German Aerospace Center (DLR) and the German Space Agency (DARA). From 1990 he headed the office of the permanent state secretary.

Management positions in large research institutions

European Molecular Biology Laboratory, Heidelberg

In 1994 the Federal Ministry of Education and Research (BMBF) gave him leave of absence in the interests of the service in order to take on the role of administrative and technical manager of the former Hahn-Meitner-Institut (HMI) in Berlin. At the same time he was appointed advisor to the newly founded Potsdam Institute for Climate Impact Research (PIK) on administrative issues. In 2000 Jahn returned to the BMBF as head of Section 114 for European Research Institutions.

From 2001 to 2010 he was appointed administrative director of the European Molecular Biology Laboratory (EMBL), an international research institution in Heidelberg with 23 member countries. As chairman of the “ Legal Framework ” working group , in 2005 he was entrusted with the legal and organizational framework for the construction of the XFEL X-ray laser system at DESY . At the invitation of the Okinawa Institute of Science and Technology (OIST), he was a member of an international working group in 2011 with the task of reforming and supplementing the statutes and legal provisions of the institute. After his retirement, his relationship with EMBL continued as a consultant until 2016.
