District fire chief

The district fire chief is the highest-ranking fire brigade member in the administrative district in North Rhine-Westphalia and Baden-Württemberg . The corresponding designation in Bavaria was district fire inspector and in Lower Saxony is government fire chief . This position is not provided for in the other German states.

The district fire chief , district fire inspector or government fire chief is partly an honorary officer partly a professional civil servant who, in circles without a professional fire department , supervises the volunteer fire departments together with the district government .

Baden-Württemberg

In Baden-Wuerttemberg, the district fire chief is a fire service official who must have the appropriate career qualification for the higher fire service . His appointment is made by the regional council after hearing the district fire chief in the administrative district.

As part of his duties, he can take on the position of technical operations manager in his entire service district during exercises and operations and then has the same powers with regard to fire brigade members as the locally responsible fire brigade commander . He also handles all fire-brigade matters of the regional council, where he is deputy head of section 14 (fire brigade, disaster control , savings banks ) and head of the fire brigade and disaster control group. The district fire chiefs report to the state fire director .

Bavaria

In Bavaria the office of the district fire inspector existed until the time of the Third Reich . Today, however, there is no longer a separate management function above the district fire council .

Lower Saxony

In Lower Saxony, the government fire chiefs are appointed as honorary officials of the state of Lower Saxony for a period of six years after the affected district fire chiefs and section heads of the volunteer fire departments have been heard in this regard. At the same time, government fire chiefs are not allowed to take on any other higher management functions. When appointing district fire supervisors and section heads of the volunteer fire brigades, they must be heard as representatives of the police headquarters, even if their appointment is made by a majority proposal by the municipal managers. The legal basis for the office is § 22 NBrandSchG.

North Rhine-Westphalia

In North Rhine-Westphalia, the district fire chief and his deputy are appointed by the district government after hearing the district fire chief. The district fire supervisor in turn proposes district fire supervisors to the district council after having previously consulted the appropriate defense management. The legal basis for this is Section 12 BHKG of the state of North Rhine-Westphalia. According to paragraph 5, the district fire chief and his deputy support the district government in supervising the voluntary fire brigades and the compulsory fire brigades in communities without professional fire brigades.
