Bildu

Bildu ( Basque for gathered ) is a Basque socialist electoral alliance of the parties Eusko Alkartasuna and Alternatiba Eraikitzen , the platforms Araba Bai and Herritarron Garaia, as well as independent candidates for the local and regional elections in Spain in 2011 . Bildu is one of the components of the party association Euskal Herria Bildu (EH Bildu for short), which was established in 2014 .

founding

According to Spanish electoral law, political parties can form electoral alliances ( coaliciones ) and thus submit joint election proposals. Electoral alliances can only ever be founded for participation in a specific election, so they are not permanent organizations and the parties that form them retain their full independence.

On April 6, 2011, the two left Basque nationalist parties, Eusko Alkartasuna and Alternatiba Eraikitzen, informed the electoral authorities that they would run as an electoral alliance under the name "BILDU-Eusko Alkartasuna (EA) / Alternatiba Eraikitzen" in the following elections scheduled for May 22, 2011 :

  • Election to the regional parliament of Navarre
  • Election to the provincial parliaments of the three Basque provinces of Gipuzkoa (Guipúzcoa), Bizkaia (Vizcaya) and Araba (Álava)
  • Election to the municipal councils in the three provinces of Gipuzkoa (with the exception of one municipality), Bizkaia and Araba (with the exception of one municipality), in Navarra (with the exception of two municipalities) and in the municipality of Condado de Treviño
  • Election to the local councils in Navarre

The election proposals were approved by the responsible election committees and published on April 26, 2011 in the respective official gazettes.

Legal proceedings

The lists of the Bildu electoral alliance included not only members of the two parties it belonged to, but also independent candidates.

In the opinion of the government and the public prosecutor's office, these lists were to be regarded as a continuation of the activities of the banned Batasuna party - mainly due to the persons of the independent candidates accepted , which is why they sued the Supreme Court ( Tribunal Supremo ) against the admission of the nominations for election. The court upheld the lawsuit on May 1, 2011, banning participation in the election.

In response to an electoral constitutional complaint from Bildu, the Spanish Constitutional Court overturned the judgment of the Tribunal Supremo on May 5, 2011 , allowing the electoral alliance to participate in the election.

Election results

In the municipal elections on May 22, 2011, Bildu became the second largest political force in the Basque Autonomous Community after the EAJ-PNV, with around 25% of the vote . In San Sebastián she was the strongest candidate. In the elections to the regional parliament of Navarre, Bildu received 13.3% of the vote, which resulted in seven seats.

In the elections to the Spanish parliament on November 20, 2011 , Eusko Alkartasuna and Alternatiba Eraikitzen ran again in an electoral alliance, this time including the Aralar party . This joint candidacy was called Amaiur . Amaiur received 24.1% of the vote and six seats in the Basque Country and 14.9% of the vote and one seat in Navarre.

Political goals

Bildu advocates an independent Basque state. Accordingly, in November 2015 the electoral alliance tabled a legislative proposal in the Basque regional parliament, which provides for a referendum on the future independence of the Basque Country.

Relationship with Batasuna

There are relationships between the Bildu candidates and Batasuna. This applies, for example, to Josetxo Ibazeta, the (now resigned) secretary of the mayor of San Sebastián . According to a report by the Guardia Civil, however, around 45% of the Bildu candidates for the 2012 regional election are former members of the Batasuna, which was then legally operating.
