Education through language and writing

Education through language and writing (BiSS) is a scientifically supported development and research program to improve the measures for language promotion , language diagnostics and reading promotion in elementary and primary areas as well as in lower secondary level . It goes back to a joint initiative of the Federal Ministry for Education and Research (BMBF), the Federal Ministry for Family, Seniors, Women and Youth (BMFSFJ) as well as the Conference of Ministers of Education (KMK) and the Conference of Youth and Family Ministers (JFMK) of the federal states. This was presented to the public on October 18, 2012 on the sidelines of the plenary session of the Conference of Ministers of Education and Cultural Affairs in Hamburg. The aim of the project is to scientifically review and further develop the numerous offers for language training, language diagnostics and reading promotion in the federal states with regard to their effectiveness and efficiency. The basis of the program is an expertise that submits key areas of action for pre-primary, primary and secondary schools and proposals for implementation. The five-year research and development program started on September 1, 2013. Over 400 schools (elementary and secondary schools), more than 200 kindergartens and day-care centers and 180 partners such as B. Universities, foundations, associations, adult education centers and libraries have come together to form a total of 101 BiSS associations. They were selected to participate in the program with their concepts for language education and support.

The BiSS program is coordinated and supported by a sponsoring consortium. The Mercator Institute for Language Promotion and German as a Second Language at the University of Cologne (coordination), the Institute for Quality Development in Education (IQB) at the Humboldt University in Berlin and the German Institute for International Educational Research in Frankfurt (DIPF) are involved .

Critics criticize the project for not making any contribution to basic research, although there is still a great need there. Instead, you transfer unchecked knowledge from the English-speaking area and rely entirely on the application.
