Educational record

from Wikipedia, the free encyclopedia

The educational record or educational documentation was a project of the Austrian Federal Ministry for Education, Science and Culture . The Education Documentation Act (BILDOK) provides for the collection and storage of statistical data with which the educational path of the citizens is to be documented. Since its inception, the educational record has been controversial due to data protection concerns.

In detail, the law stipulates that the data relevant for educational policy, such as school success, attendance at bilingual classes or use of afternoon care, but no data such as grades or behavioral instructions, are transmitted to the education register or the education record, a central database, and there for 60 years get saved. This had become necessary because the census , from which these data were determined up to that point, had been abolished. With reference to the constitutional provisions on data protection, the data protection commission demanded that this data could only be stored centrally if the social security numbers, which were queried as indicators for creating educational progress statistics, were not encrypted in a traceable manner beforehand.

Although this was done, concerns remained that the misuse of educational documentation could not be ruled out. This led to massive protests, and many parents refused to disclose their children's social security numbers . The ARGE Daten association expressed particularly sharp criticism . Elisabeth Gehrer received a Big Brother Award for this between 2002 and 2004 . The “Lifetime Achievement” category was renamed in 2004 to the “Lifelong Nuisance Elisabeth Gehrer Prize for the most sustainable approach to the novel 1984 ”.

Gehrer's successor, Claudia Schmied , announced that she would amend the Education Documentation Act in order to close possible security gaps.
