Brothers' Circle

The Brothers' Circle (previously known as Family of Eleven and The Twenty ) is an international criminal organization involved in the drug trade. The mafia group is assigned to organized crime and primarily the Russian mafia . According to information from the United States Treasury Department , the organization operates in the Middle East , Africa , Latin America, and the United States . The leader is Vladislav Leontyev , a Russian from Nizhny Novgorod .

In 2011 the Brothers' Circle was named by the US administration under President Barack Obama as one of four criminal groups that would pose the greatest threat to the security of the United States. The organization was described in "Strategy on Combating Transnational Organized Crime" as follows:

“A multiethnic criminal group composed of leaders and senior members of several criminal organizations largely based in countries of the former Soviet Union. Many Brothers' Circle's members share a common ideology based on the thief in law tradition, which seeks to spread their brand of criminal influence around the world. "

"A multi- ethnic criminal group, which is composed of the leaders and veteran members of several criminal organizations that primarily from the countries of the former Soviet Union originate. Many members of the Brothers' Circle share an ideology based on the traditions of thieves in the law trying to spread their kind of criminal influence in the world. "

Debate about the existence of the organization

Security expert Mark Galeotti questioned the existence of the Brothers' Circle:

“I have not found anyone in Russian law enforcement or elsewhere who actually says' yes, the brother's circle is an organization and it exists. As such the label Brothers' Circle could be seen as an attempt to connect disparate criminal gangs. "

“I have not found anyone with the Russian law enforcement agencies or anywhere else who could currently say: Yes, the Brothers' Circle is an organization and you exist. Seen in this way, the name Brothers' Circle could be seen as an attempt to connect different gangs . "

In June 2012, Galeotti changed his mind after five more high-ranking mafiosi were identified, suggesting that the sanctions might in fact be directed against members of Aslan Usoyan's mafia organization .
