BundOnline 2005

BundOnline 2005 was an e-administration initiative by the federal authorities in Germany. In 2000 , a start was made on putting all internet-enabled services of the federal administration online. The Federal Ministry of the Interior was in charge of the project, while the BundOnline project group was responsible for central coordination. Under her leadership, around 100 federal authorities revised their administrative processes within five years and made their services available on the Internet. The communal version of BundOnline 2005 was the Media @ Komm -Transfer project.

Goal and implementation

Europe's largest e-government initiative should help the federal budget to cut costs and increase the efficiency of the state. Citizens, businesses and administrations should be able to use the services of the federal administration more easily, faster and more cheaply.

A major task of the initiative was the standardization of the applications. The aim was to avoid cost-intensive and time-consuming parallel developments, to ensure the compatibility of the individual systems and independence from software manufacturers. At the beginning of the initiative, the technical standards and integration principles for the initiative were therefore worked out with the standards and architectures for e-government applications (SAGA). SAGA was fundamental to most BundOnline projects and promotes the development of interoperable e-government in Germany.

As part of BundOnline, central basic components and competence centers were provided to support the departments and authorities in realizing the services. These included the Government Site Builder as the central content management solution for the federal government.

As of December 31, 2005, 440 federal information, communication and transaction services were on the Internet. They can be accessed both via the website of the respective authority and via bund.de , the central administration portal of the federal government. It offers access to the websites of over 800 federal authorities and institutions and over 3100 links to topics and services.

Since November 3, 2005, the bund.de portal has been providing information on around 100 e-government offers on the subject of security. The microsite of the service portal provides information on the protection of life, health and personal rights as well as on internal and external security. In addition, help is provided for precautionary measures and protection against threats and information on what to do in the event of danger.

The results achieved by BundOnline were incorporated by the federal government into the joint e-government strategy of the federal, state and local authorities Deutschland-Online .
