The Government Site Builder (GSB) was developed as a central content management solution for the websites of the German federal administration. It was created as part of the BundOnline 2005 e-government initiative as a basic content management system (CMS) component for the federal administration's internet, intranet and extranet activities.

Up to version 7.2, the GSB was based on a commercial CMS that was provided by CoreMedia AG with a license. In order to become independent from this external product supplier , a fundamentally new version of the GSB was developed as part of the " GSB / OS" project (working title) , which is essentially based on open source components. The GSB version 10.0.0 published on June 29, 2018 emerged from the project that began in 2014.

Standard solution (client)

The GSB offers a standard solution (GSB SL) via the underlying client system, which covers the typical tasks of a CMS. These can be adopted unchanged by the authorities, specifically configured or supplemented by additional in-house developments. The prepared modules and extensions reduce the time and money required to introduce a CMS.

Use and reference

Numerous federal ministries and authorities use the GSB for their internet, intranet and extranet sites : for example the service portal bund.de , the websites of the federal government or the Federal Council . The use of the GSB is free of charge for authorities and institutions of the federal administration and is fundamentally mandatory. Outside the federal government, the state of Schleswig-Holstein uses the GSB for its state government internet portal. However, the federal states and municipalities do not benefit from the federal license with CoreMedia AG and must have their own licenses.

Accessibility

The Government Site Builder enables the creation of barrier-free websites in accordance with BITV and offers a configurable layout that is based on the design guidelines published by the Press and Information Office of the Federal Government. It conforms to the standards and architectures for e-government applications (SAGA). The GSB is managed by the Federal Government Commissioner for Information Technology as a one-for-all system (EfA system) content management system (CMS).

The solution was developed by the Federal Office of Administration , supported by Materna Information & Communications SE . The Federal Office for Information Technology (BIT), which was set up in the BVA on January 1, 2006, provides advice on implementations with its competence center for content management systems and offers a central hosting service for websites implemented with the GSB in its data center. Since January 1, 2016, the tasks of further developing the GSB, the competence center and hosting have been transferred to the Federal Information Technology Center (ITZBund). In order to use the central hosting, a quality check of the changed templates against the basic layout may have to take place.
