The Federal Police Officer Act ( BPolBG ) basically affects every federal police officer (PVB). According to § 1 BPolBG, this includes the police enforcement officers of the Federal Police (BPOL), the federal criminal enforcement officers , the inspector of the riot police of the federal states and all police officers of the police of the German Bundestag .

The special challenges to the operational capability of the police enforcement service made the creation of a special legal provision necessary. In this respect, federal law enforcement officers enjoy a special legal position compared to other federal officers . Section 190 of the Federal Civil Service Act ( BBG ) makes it clear that the BBG applies to the federal police service, but the creation of a further, special legal provision is possible. The legislature made use of this.

Particular attention should be paid to Section 4 (police incapacity) and Section II. In Section II, the service law of the law enforcement officers of the Federal Police was partially aligned with the service law of the police forces of the federal states . For example, the training of all law enforcement officers in the federal police should also enable them to serve in the state police (Section 7). Other regulations to be emphasized deal with living in communal accommodation (Section 10), compensation for leisure time during missions or exercises (Section 11) or with the reimbursement of the costs of studies if a police officer is dismissed before he has completed three times the duration of the studies ( § 12).

Otherwise, the Federal Civil Service Act applies on a subsidiary basis.
