Byråd

The Byråd is a political body in several Norwegian cities. Literally translated, Byråd means “city council” in German, but it is a city government. The members of the body are also called Byråd . A Kommuneråd can be set up in non-urban municipalities and a Fylkesråd in the provinces .

Responsibilities

The organ represents the executive power in its municipalities and is therefore also referred to as the government of the city. The Byråd is responsible for ensuring that the laws passed by the local parliament are implemented. Parliament can determine whether or not the individual members are given a defined area of ​​responsibility. The two forms are also referred to as "collective parliamentarism" and "ministerial parliamentarism". In addition, the respective local parliaments can assign further powers to the Byråd or Kommuneråd bodies. This area can in turn be handed over to the responsible member if the body is structured according to ministerial parliamentarism.

The local parliament can determine how the body is elected. One possibility is that the members of the Byråd are elected by the municipal parliament ( Bystyret ) in its constituent session . In non-urban municipalities, the Kommuneråd is elected accordingly by the Kommunestyret . In the second variant, a chairman of the Kommuneråds (is the mayor Kommunerådsleder ) or the Byråds ( Byrådsleder ) determines who can set the other members of the panel. The chairman may change the other members at any time.

People who did not get into parliament in the local elections are also allowed to become members of Byråd or Kommuneråd. However, if a member of parliament becomes a member, he or she has to suspend his mandate. A vara representative , i.e. a substitute member, then takes his place. The local parliament may carry out a vote of no confidence in either or all of the members. If the chairman is voted out in the second variant, all members must resign. A replacement must be elected at the latest in the next meeting. The term of office is therefore not tied to the legislative period.

The first Byråd was introduced in Oslo on an experimental basis in 1986 . It was not until 1993 that it was decided to make permanent use of this system. The current chairman is Raymond Johansen , who together with eight other people forms the body. The eight other politicians are each responsible for one area. In 2000 Bergen followed suit. There the Byråd currently consists of seven members. There was a Byråd in the northern Norwegian city of Tromsø from 2011 to 2015.

Difference to Formannskap

The model on which a Byråd or Kommuneråd is based is called the parliamentary model. Most cities and municipalities use another model, the so-called Formannskaps model. The so-called Formannskap (German: Presidency ), which includes the mayor ( Ordfører ), is elected from among the members of the local parliament . In these municipalities there is also a so-called Rådmann , who acts as the highest administrative head of a municipality. In the formannskaps model, parliament cannot express its distrust of the individual members.
