COREU

COREU (French Correspondance Européenne = telex network of European correspondents, in Austria the EUKOR network ) is an EU communication network for the communication of the EU Council , the European correspondents in the foreign ministries of the EU member states , permanent representatives of the EU member states in Brussels , the European Commission and the General Secretariat of the Council of the European Union for foreign policy purposes. The absence of the European Parliament among the participants is striking .

COREU thus corresponds to the Secret Internet Protocol Router Network (SIPRNet, also known as Intelink -S) of the USA . The official goal of COREU is rapid communication in the event of a crisis . The network creates a prerequisite for closer cooperation on foreign policy issues. In fact, the function of the system goes beyond pure communication and offers the possibility of making decisions . As a first goal, COREU should enable the exchange of information before and after decisions . As a second goal, upstream negotiations for the preparation of meetings and meetings should be transmitted. In addition, the system also enables the processing of documents and decision-making, especially when there is little time available. While the first two goals are preparatory measures of the common foreign policy, the third means a methodical variant characterized by practical activity, which is decisive for the image of the common foreign and security policy of the EU .

Data volume and technical details

COREU works as a hub and spoke system with the hub in Brussels. The network is operated by INTCEN (formerly Joint Situation Center, JSC ). The technical infrastructure is located there in a building belonging to the EU Council. COREU can be described as an advanced telex system with encrypted messages via dedicated terminals. When a message arrives at its destination, it is distributed there using local means. Conversely, messages from the governments are transmitted via local media to the correspondent and from there via COREU to Brussels (point-to-point).

In 2010, around 8500 messages were distributed over the network.

history

In 1973 a telex -based communication system was set up under the name COREU. Originally only the foreign ministries in the EU capitals were affiliated . This telex system was replaced in 1997 by a CORTESY ( COREU Terminal Equipment System ) email system . Despite the technical innovation, the name was retained.
