The Italian Centro Studi sul Federalismo , Center for Studies on Federalism (English) or Center for Federalism Studies (German), which was set up in November 2000, is a study and research center on federalism in terms of its theoretical and practical appearance in the Framework of political doctrine and the institutional systems of the modern state .

On the basis of these criteria, the CSF directs its attention to the intergovernmental, macro-regional and global dimensions of federalism and in particular to regional integration in today's globalization era . Research activities mainly concern the history and cultures of Europe, the path towards its unity and future prospects.

Seat and organization

The CSF is located at the Collegio Carlo Alberto di Moncalieri ( Turin ) and is a research institution that was created thanks to the collaboration between the University of Pavia and the University of Turin and with the Compagnia di San Paolo, which the University of Milan subsequently joined. The Piedmontese research institute pursues the purpose enshrined in its statutes of promoting and coordinating scientific research in the field of studies on federalism. The center cooperates not only with the above-mentioned partner universities, but also with other universities, with Italian and international research centers and with public and private institutions that want to deepen their knowledge and the possibilities of federalism. The CSF is headed by a Presidium, the decision-making body for scientific activities and use of financial resources, and is also supported by a council, a college of auditors and a scientific committee made up of prominent figures in the field of research on federalism. The executive and scientific structure also includes a staff who is responsible for the organization and a research team whose members come from different universities and research areas and who a. deal with law, economics, history, political and social science. The CSF also has its own library with 12,000 works, has a collection of around 70 current and 500 historical journals and some archival funds: the CIME archive (Italian Council of the European Movement) and the on-line register of the Altiero Spinelli Fund , whose documents are, however, kept in the Historical Archives of the European Union at the European University Institute in Florence .

Research activities

The main objectives of the CSF include promoting knowledge of the various aspects of federalism, stimulating public debates by publishing relevant studies and research, and encouraging researchers and intellectuals to contribute to reflections on European and international issues. The documents that are written as part of the research activities (Research Papers) are aimed at the academic world, but thanks to the fact that the aspects and topics covered are absolutely up-to-date, they are also of great interest in the diplomatic milieu, in politics and in various professional areas. The research activity of the CSF also includes various publishing projects in the context of thematic deepening, examination and observation of global phenomena in connection with federal processes, regional integration and international democracy. Including:

• Perspectives on Federalism : Online magazine with the aim of creating an open forum on the federalism debate at all levels of government: at subnational, national and supranational levels, regional as well as global.
• Bibliographical Bulletin on Federalism : Published online three times a year, it provides an overview of articles related to federalism that have been published in around 700 academic journals in Italian, English, French, German and Spanish.
• International Democracy Watch : Portal that aims to collect, compare and analyze a range of data in order to check the progress and development of democracy in international institutions on the basis of regular monitoring.
• Operational framework of the European security and defense policy : study with the aim of gathering useful information in order to make a comparative analysis of the military, civil and police missions of the EU under the ESDP from 2003 onwards.
• Observatory on tax federalism : serves to deepen the developments of the restructuring of the public finance in Italy and the consequences of the constitutional reform in the context of tax federalism.

Cultural activities

The CSF also organizes meetings and seminars in cooperation with other research institutes and facilities that are dedicated to the deepening of certain topics or the presentation of books. Some tapes are also issued directly by the CSF. The most important event from an academic point of view is the Lecture Altiero Spinelli, which takes place once a year and consists of a lectio magistralis by a world-famous celebrity on a topic related to Europe and federalism. This lecture arises from the idea of ​​naming a conference to deepen topics relating to the European integration process after Altiero Spinelli, one of the fathers of European federalism. As part of the training and further education, among other activities funded by the Center, reference is made to the Law and Business master’s course, which is organized in cooperation with the Istituto universitario di studi europei (IUSE - University Institute for European Studies) in Turin and specializes in legal studies and economic subjects related to the European internal market.
