Chiau Wen-yan

Chiau Wen-Yan ( Chinese  邱文彥 , Pinyin Qiū Wényàn ; born July 17, 1953 ) is a Taiwanese politician and marine scientist. He served as the deputy director general of the Taiwan Environmental Protection Agency and is now a professor at the National Taiwan Ocean University. His focus is on marine policy, climate change, environmental protection, urban and state planning, underwater heritage, management of the world's oceans and the conservation of wetlands .

biography

Chiau is a member of the Hakka ethnic group from Neipu, Pingtung County . He graduated from Cheng Kung National University's Department of Urban Planning in 1976 with a BS in Urban Planning from Chung Hsin National University's Department of Law and Economics (now restructured as Taipei National University ) in 1980 . Chiau Wen-Yan received his first Environmental Protection Legislation Fellowship, sponsored by the government, for participation in continuing education studies in urban and regional planning at the University of Pennsylvania , from which he graduated in 1991 with Masters and Ph.D. degrees was awarded. Chiau has taught at the Institute of Marine Environment and Engineering at Sun Yat-sen National University , followed by the Institute of Marine Affairs and Resource Management at National Taiwan Ocean University.

Chiau specializes in environmental planning and management, particularly in the areas of urban and regional planning, climate change, coastal zone management, wetland conservation, ecotourism, underwater heritage, marine policy and environmental law.

Chiau drafted the Taiwan Environmental Education Act, which came into effect in 2010. In 1995 and 2001 he received the Canadian Studies Award from the Canadian Trade Office in Taipei for his research in coastal zone management and marine protected areas in Canada. Chiau was a delegate of the Chinese Taipei delegation at the APEC Working Group Meeting for the Conservation of Marine and Fisheries Resources, which subsequently became the APEC Marine Resource Conservation Working Group and the Fisheries Working Group ("Working Group for Fisheries") was created. He also received the post of editor of the international journal APEC Bulletin on Ocean and Coastal Management ("APEC Bulletin on Ocean and Coastal Management ").

Chiau was elected President of the “ ROC Parliamentary Society for Friendship with Germany ”, which was established in the Legislative Yuan on June 10, 2015 .

Chiau advocates environmental sustainability and the preservation of the landscape and cultural heritage, and also called for electronic nautical maps to be created to ensure navigation safety. At the same time, he advised the countries concerned to be cautious about the conflicts in the East and South China Seas . He recommends maintaining the concept of “peace” and “Navy Protected Zones” so that Taiwan, China and Japan can put their disputes aside for a short period of time and negotiate with the “International Marine Peace Park” jointly established in the East and South China Sea is being built.

Chiau won first prizes in the quorum group and social group in the Seven Counties of Southern Taiwan Ink Painting and Drawing Contest with work collected at the Tainan Social Education Center .
