Forced Quotes

In 2015, Jeffrey Beall reported that the journal offered authors the option of waiving the publication fee if the article was cited at least six times (apparently including self-citations) within two years of publication. These quotes are known as forced quotes. In response, the editorial team announced that the incident was "entirely due to an inappropriate expression by our new editor" and that "the quotation fee exemption has been abolished."
