The Chongqing International Construction Corporation (short: CICO ; Chinese  重庆 对外 建设 ) is a Chinese construction company and engineering company and a subsidiary of the Chongqing Foreign Trade and Economic Cooperation Group Co., Ltd. (CFTEC). The public company is headquartered in the government-immediate city ​​of Chongqing and was founded in 1985.

The company has been involved in several road construction projects in Uganda, including B .:

  • The Entebbe – Kampala Expressway, financed with $ 350 million by the China Exim Bank
  • Fort Portal – Bundibugyo – Lamia Road, built between 2012 and 2014
  • Matugga – Kapeeka Road, built from 2009 to 2010

In 2012, the state of Liberia signed a contract with CICO for the rehabilitation of the Monrovia-Gbarnga-Ganta Highway in order to improve the connection to the other countries of the Mano River Union .

Unfair practices in road construction projects

A study carried out by the Office of the African Development Bank (AfDB) on the fight against corruption showed exaggerations regarding the scope and usefulness of the contracts allegedly concluded by the CICO.

After CICO proved unfair methods in awarding contracts for AfDB-financed road construction projects in Uganda, the company was banned by the development bank for twelve months. After the twelve months have expired, the company must implement an intensive integrity and compliance program so that it meets the standards of the African Development Bank. Only after an aptitude test by the CICO will the AfDB consider discharge.
