Claus Meissner

Claus Meissner (born April 12, 1936 in Mannheim ) is a German lawyer , former president of the Higher Administrative Court of Saxony , former president of the Administrative Court of Baden-Württemberg and a promoter of contemporary music.

Life

Career

Meissner was born in Mannheim . After graduating from the Lessing-Gymnasium in Mannheim in 1955, Meissner began studying law at the University of Heidelberg. Here he passed the first state examination in law in 1959 and the second examination in law in 1963. Four years after completing his training as a fully qualified lawyer, he was appointed as a judge at the Administrative Court of Baden-Württemberg . From 1981 to 1986 he chaired the 13th Senate for Asylum Law and from 1986 to 1992 chaired the 10th Senate for Environmental Law . During his term of office, decisions were made on issues relating to pollution control and nuclear law . From 1992 to 1995 he then took over the presidency of the Higher Administrative Court of Saxony . He was instrumental in establishing the administrative judiciary in Saxony , which had to be created in the new federal states after reunification . Meissner not only had to do with legal issues, but also had to organize the accommodation of the court, acquire court clerks and judges and gain the trust of the population in the judiciary. From 1993 to 1996 he was Vice President and Judge of the Constitutional Court of the Free State of Saxony . In 1995 he returned to his home town of Mannheim, where he was President of the Baden-Württemberg Administrative Court until 2001 .

Meissner received his doctorate in 1966 at the University of Heidelberg on the subject of "The Social Components in Administrative Science of the 19th Century". His doctoral supervisor was Ernst Forsthoff . In 1977 he received a teaching position from the University of Heidelberg and was appointed honorary professor in 1989. From 1992 to 1995 he taught at the Technical University of Dresden .

Engagement in music

Meissner discovered his love for music during his school days. In 1953 he took up musical studies at the University of Music and Theater in Mannheim. In 1963, together with Hans Vogt , he founded the Gesellschaft für Neue Musik eV Mannheim, which he chaired from 1986 to 2018. During his active time with the company, he contributed to the cultural life of his hometown by holding concerts. Classical chamber concerts are performed with the non-profit association Kammermusik Mannheim, founded in 2018 and of which he is chairman .
