Collectivité territoriale unique
A Collectivité territoriale unique (CTU) is a French administrative unit ( territorial body , Collectivité territoriale , CT) that combines the competencies of a region and a department .
There are currently four collectivités territoriales uniques : Mayotte (since 2011), Martinique (2015), French Guiana (2015) and Corsica (2018).
They are recorded statistically as both a region and a department.
Mayotte is officially called "Département de Mayotte", but has the competencies of a CTU.
In Guadeloupe , a change of status was rejected in a referendum in 2003, so that a region and a department continue to co-exist in the same geographical area.
In Alsace , a change of status was rejected by referendum in 2013. However, there are currently renewed efforts to carry out an administrative reform and to create a collectivité européenne that would be comparable to a CTU.
