Czesław Jerzy Małkowski

Czesław Jerzy Małkowski (born September 22, 1950 in Łupowo , Lubusz Voivodeship ) is a Polish politician and from 2001 to 2008 president of the city of Olsztyn .

In the 1970s he was a member of the Polska Zjednoczona Partia Robotnicza ( PZPR , German- Polish United Workers' Party ) in the Gmina Wielbark . In the 1980s he was the head of press, publications and events supervision for the Olsztyn Voivodeship . In the 1990s he became secretary of the Socjaldemokracja Rzeczypospolitej Polskiej ( SdRP ) for the Olsztyn Voivodeship. After the dissolution of the SdRP he became a member of the Sojusz Lewicy Demokratycznej ( SLD , Federation of the Democratic Left ). In 2001 he succeeded Janusz Cichoń as mayor of Olsztyn. In 2005 he left the SLD and remained as non-party president of the city of Olsztyn. On November 12, 2006, he was re-elected with 51.72 percent.

In February 2008, Małkowski was arrested on charges of sexual assault and rape. He was released in March but was not allowed to return to work. In the same month he was arrested again and detained for three months, which was later extended. On November 16, 2008, due to a referendum by the residents of Olsztyn, he was removed from the office of mayor. The process surrounding the so-called sex affair of the Olsztyn Magistrate ( Seksafera w olsztyńskim magistracie ) was still ongoing in January 2013.

In the city presidential election in October 2018, he competed against his successor Piotr Grzymowicz and reached the runoff election with 30.7% of the votes as second among eight candidates behind Grzymowicz. In this he was defeated with 45.5% of the votes Grzymowicz, who defended his office.
