The DBH e. V. is a nationally and internationally active professional association for social work , criminal law and criminal policy based in Cologne . It brings together associations and unions with a total of over 10,000 members who work nationwide, regionally and locally in assistance to offenders, probationers and victims. For its part, the association is an active member of the European Standing Conference on Offenders and Probation Assistance (CEP). It is funded by the Federal Ministry of Justice ; individual projects are also supported by state ministries of justice and the European Union.

The association emerged from the "German Probation Aid" association, which was founded in 1951 and was the sponsor of pilot projects to introduce probation aid into German criminal law .

Goals and priorities

Its work is aimed at awakening and strengthening the understanding of social criminal justice and its tasks in the population. The association promotes the practice and reform of a constitutional, social criminal justice system and humane criminal assistance, makes a contribution to crime prevention, works on the elimination and reduction of the causes, manifestations and consequential problems of crime, advocates for compensation for damages and for offender-victim compensation , supports the reintegration of prisoners .

The association promotes cooperation between members of the criminal law professions, the social services of the judiciary and non-governmental criminal assistance. It helps to bridge the differences between theory / science and practice in the field of social work and criminal law and is committed to (better) coordinating the concerns of criminal and social policy. With well-founded statements, he influences criminal and social policy developments - also on behalf of his member associations. This includes contacts with representatives of legal and social policy, with practitioners of the criminal justice system and with representatives of non-governmental organizations.

The DBH Bildungswerk offers the opportunity for training and further education. Full-time and voluntary employees in social criminal justice, but also other interested parties, can acquire specialist knowledge or expand their qualifications.

Institutions, projects and pilot projects

The association is the sponsor and initiator of pilot projects and projects to test and implement new ideas. Since 1992 he has set up the service office for victim-offender reconciliation and conflict resolution. The LOTSE project promotes and supports voluntary criminal assistance in North Rhine-Westphalia - primarily in the penal system.

The association publishes the magazine “Probation Assistance - Social, Criminal Law, Criminal Policy” (BewHi) .
