DB 90

In the 1980s , the Deutsche Bundesbahn referred to a strategy for improving competitiveness and increasing the cost efficiency of the state railway as DB 90 . At the same time, decision-making processes were streamlined and the number of instances reduced from five to three.

According to the planning status of 1985, a total of 40 billion Deutschmarks (around 20 billion euros ) should be invested between 1984 and 1990 . Between 1982 and 1990 productivity was to be increased by 40 percent in real terms and total and personnel costs were to be reduced by 25 and 30 percent respectively. The DB 90 strategy included the development and introduction of course 90 .

The DB '90 strategy was adopted jointly with the then federal government.
