The German Reference Center for Quality Assurance in Vocational Education and Training , DEQA-VET for short , was set up in 2008 by the Federal Ministry of Education and Research (BMBF) at the Federal Institute for Vocational Education and Training (BIBB). It deals with quality assurance and development in vocational training . DEQA-VET is a hub in the European network EQAVET .

Emergence

The DEQA-VET project was started on August 1st, 2008 by the BMBF. It is located at the Federal Institute for Vocational Education and Training (BIBB) . As a partner of the BIBB and the BMBF, the office of the German Education Server participates in the editing of the Internet portal.

In 2005, the European umbrella organization ENQA-VET (European Network for Quality Assurance in Vocational Education and Training; since 2010: EQAVET - European Quality Assurance in Vocational Education and Training) recommended the establishment of national reference points in order to strengthen cooperation across Europe in the field of vocational education to enable. The impetus for this is the Lisbon Treaty of March 2000, in which the European Union agreed to make the European economic area “the most competitive and dynamic knowledge-based economic area in the world - an economic area that is capable of sustained economic growth with more and more to achieve better jobs and greater social cohesion. ”The Copenhagen process became the basis for more intensive cooperation in the field of vocational training policy at European level in 2002. Important buzzwords here are: Increased transparency in qualifications and their recognition by means of a credit point system and the willingness of the EU member states to cooperate in quality assurance in vocational training.

DEQA-VET was founded because a national reference point was necessary to convey information towards the national and towards the European level as a German hub in the European network EQAVET.

Goals of DEQA-VET

The main objective of the German Reference Center for Quality Assurance in Vocational Education and Training is to create awareness for quality development and quality assurance, to promote a “culture of quality assurance” and also to develop a pan-European understanding of quality.

In addition, DEQA-VET wants to enable the flow of information between EQAVET and the stakeholders and ultimately generate measures to support quality development and quality assurance.

DEQA-VET sees itself as a service provider who tries to support those involved in vocational training with quality assurance. For this purpose, DEQA-VET unites and provides good practice examples and know-how for quality assurance. Both the goal and the task of DEQA-VET continue to be to implement the EQAVET work program.

Tasks and procedure

As the national reference point, DEQA-VET is the EU's point of contact with regard to the question of how the implementation of EQARF (European Quality Assurance Reference Framework; European reference framework for developing and ensuring quality in vocational training) is progressing. DEQA-VET also cooperates with other national reference points. This corresponds to the EU's concern for increased cooperation at European level.

Internet presence

DEQA-VET's most important means is its website. Information is prepared and clearly presented for the user here. Topics are, for example, political developments in the field of vocational training, examples of good practice and current events. Among other things, vocational training practice in Germany is explained, actors in vocational training are presented and dates are published. A quarterly newsletter rounds off the offer.

Events

Further main tasks of the reference point are the organization of and participation in events on the subject of "Quality Assurance in Vocational Education". The kick-off event for the project was held on September 22nd, 2009 with the aim of sensitizing the participants to the topic. Since then, DEQA-VET has organized an annual specialist event on the subject of quality assurance, which enables the participants to exchange ideas about personal experiences and opinions.

National support group

The national advisory group serves to link actors and institutions and their cooperation. This consists of representatives from the federal government, the federal states and the social partners. Meetings are held every six months to exchange current developments and information and to plan how to proceed.
