DIN SPEC 91020

The DIN SPEC was initiated by B · A · D Gesundheitsvorsorge und Sicherheitstechnik GmbH at the German Institute for Standardization and developed by a committee of experts according to the PAS process.
According to the conditions for the PAS procedure, the DIN SPEC does not contain any “aspects of occupational health, safety, environmental and fire protection”. It is not a standard for health and safety management systems . Standards such as ISO 45001 and OHRIS are available for occupational safety management systems.
The development of the DIN SPEC began in September 2011. Representatives of B · A · D and other providers of occupational health management, some members of the Federal Association of Occupational Health Management eV, members of health insurance companies , employers' liability insurance associations and representatives of universities and certification companies were involved. The project management and the publication of the DIN SPEC, which was published in July 2012, was overseen by the Management System Standardization Coordination Office (KoSMaS) at the German Institute for Standardization.
The authors of the specification intend to follow a guideline based on DIN SPEC 91020.
Content
Based on a dynamic concept of health, which takes into account the psychological, physical and social dimensions of health equally and integrates considerations on the ability to cope with work, the organization should set goals for health in companies. Health risks (negative stresses) and opportunities (often also called resources) should be considered to the same extent and measured using methods that are based on social science.

In the appendix of DIN SPEC 91020, correspondences to ISO 9001 : 2008 are shown in order to facilitate the integration into an existing quality management system.
"The specification goes beyond legal obligations for occupational health and safety and measures to promote occupational health", but was only processed by the DIN Institute because, as a specification developed in the PAS process, it does not contain any aspects of occupational health, safety, the environment or Fire protection included. In addition, the Petitions Committee of the Bundestag made it clear in February 2014: “The DAkkS points out that an accredited DIN SPEC 91020 certification does not contain a system for or proof of compliance with the requirements of statutory or official occupational health and safety requirements. The statement [of the petitioner] that DIN SPEC 91020 is not an occupational safety standard is confirmed by the DAkkS ”.
Certification
When the DIN SPEC was being drawn up, applications for accreditation were initiated at the German Accreditation Service (DAkkS). In July 2013, the DAkkS convened an ad hoc working group of the SK-M, which is to sound out the possibilities for accreditations for DIN SPEC 91020. On December 1, 2015, the DAkkS published "Special requirements for the accreditation of certification bodies that certify management systems according to DIN SPEC 91020: 2012 'Occupational Health Management" ", which contain aspects of occupational health and safety, although DIN submitted a request for the development of a DIN SPEC according to the The PAS procedure would have been rejected if it "contained aspects of occupational health, safety, environmental and fire protection". The private-sector developers of DIN SPEC 91020 have thus succeeded in creating a DIN SPEC relating to occupational health and safety, which was developed in the PAS process, without the need for consensus, e.g. B. to make it applicable to occupational safety with trade unions.
