DTV4all ("Digital Television for all", DTV4ALL, English for digital television for everyone) is a project that aims to standardize access to digital and audiovisual (AV) systems across Europe. It is funded by the EU Commission as part of the i2010 Agenda for ICT PSP (Information and Communication Technology - Policy Support Program) and should be completed by January 1, 2011.

In DTV4All, methods for using the technical possibilities of digital television for barrier-free television access are examined in order to enable the hard of hearing, deaf, blind and people with intellectual disabilities to access television and its broadcast programs through a standard of extended subtitling. The aim is to test these methods with the help of field trials in Denmark, Germany, Italy and Spain so that barrier-free access can be implemented in daily operations across Europe. One example are subtitles and video texts, which are often optically processed and easier to use than options provided by analog television.

The subtitles should be prepared for the hard of hearing, deaf and blind as well as dyslexics. The addition of a "Text-to-Speech" format is being developed further in the project and attempts are made to standardize it across Europe, with particular emphasis on ease of use.

In the field test from February to December 2009, hard of hearing and deaf users evaluated the design options for DVB subtitles, which were broadcast for the first time by the rbb on a test basis via DVB-T in German-speaking countries. The tests should provide information on user acceptance as well as technical feasibility. The results will be summarized by 2010 with the aim of developing a European standard.

In cooperation with program organizers and equipment manufacturers, television use is to be made easier for people with physical, age-related or mental disabilities. The services, as they are already broadcast by some public service broadcasters, for example the subtitling of programs for subscribers with impaired hearing or the explanatory television audio for people with reduced eyesight, are to be more firmly established in Europe and the technology for this based on the in Digital Video Broadcasting (DVB) standardized procedures are implemented by the receiver industry.

DTV4all is intended to contribute to accessibility in the European broadcasting landscape and to give recommendations to the industrial and standardization bodies for a nationwide introduction of technologies and services. The EBU supports the project as an associated partner. The implementation is to be standardized with the shutdown of the analog TV .
