It aims to educate people about the consequences of female genital cutting. The book is published by the human rights organization TARGET . TARGET was founded by Rüdiger Nehberg and his wife Annette Nehberg-Weber .

International Conference of Islamic Scholars in Cairo

On November 22nd and 23rd, 2006, Target initiated the international conference of Islamic scholars on the "Prohibition of the Mutilation of the Female Body by Circumcision" at al-Azhar University in Cairo. The patron was the Grand Mufti of Egypt Ali Gomaa .

During the conference, the circumcision of female genitals was declared in the form of a fatwa as prohibited under Islamic law. This ban became known as the “Cairo fatwa”.

In order to make the result of the conference public, the Target e. V. published the golden book. It is in fact a legal opinion ( fatwa ) against the mutilation.

The golden book is decorated in an ornate way. The design is based on the typical design of the Koran . The foreword to the book was written by the Grand Mufti of Egypt, Ali Gomaa. The book contains explanations and explanations why the circumcision of female genitals violates the principles of the Koran and thus also violates the principles of Islam .

The golden book was printed in Arabic, English, French and German, as well as in numerous tribal languages. At the end of the book there is an illustration that explains the book's content even to illiterate people.

Target is distributing the golden book free of charge to mosques in 35 countries where genital mutilation is practiced. A total circulation of four million is planned. In August 2009, 100,000 books had already been printed.
