The human race of the 22nd century has overcome war, famine and oppression and created an age of unity, prosperity and fantastic technical progress. To keep it that way, any pursuit of competition has been suppressed. Thus, games were also abolished so that no one strives to be victorious and to rise above others. The council of elders watches over these laws on behalf of the judge of wisdom. As a deterrent, the children are sent back into the past once a year to have a comparison. I want you to see how beneficial it is to live without hardship. On one of these expeditions, however, the children discover that games can be fun. However, they have no idea how they are jeopardizing peace on earth.

Every year the children of the 22nd century are sent to different epochs of mankind together with their teachers. B. into the age of the plague or into the 20th century. The opportunity to travel through time and space is only used to demonstrate disasters to the children. Through this hands-on experience with the past, they should learn to appreciate their own present. One day, Gen, a young teacher, is commissioned to travel to the 20th century with his students, Jet, Jer and Asa. The goal is a city in Central Europe in the 1970s. They are supposed to look at a dying, polluted river that only carries dead fish. This is how they prepare for this journey. What Gen does not know is that the Council of Elders suspects that he is not following the rules closely enough. Gen seems dangerous to them because he is a curious and alert person. They send Gos, whom they have trained to help the council of elders, to monitor him. Gen ends up with the kids near a town on a highway. Things quickly turn out differently than planned: Instead of taking the bus to the river, the teacher and the children get into a minibus owned by a puppeteer and his wife and drive into town. There the children come into contact with marionettes and begin to be interested in them. You even get a puppet for free. Gen, who is actually supposed to ensure that there is no contact with the population, does not prevent this. On the contrary. In the city they roam department stores and finally notice their pursuer, Gos. He later reported the trip to the council of elders, the course of which they more than worried.

When Gen started building dolls together with the children and more and more children and adults began to take an interest in them, they took tough action. Travel to the past is prohibited. Gen, who received tools from Gat, who was expelled earlier, is interrogated, but refuses to testify. Evidence is now to be gathered against him so that he and his friend Ala, who eagerly supported him, can also be expelled. The children and Ala for their part are hoping for help from Gat. One night they go to the camp of the outcasts who have to live far away in a kind of desert. But they are found by Gos and his men, the so-called tree planters. Even more items that Gat had "smuggled in" from the past are confiscated. Enough evidence has now been gathered to convict the suspects. The children then decide to turn their backs on the community. They hide in a vault that they previously had to free from countless creepers. Without knowing it, they freed the judge of wisdom , a robot-like computer of ingenious design. He hadn't been able to work for almost a hundred years because the many creepers were disrupting his circuits. The judge explains to the children that playing is not forbidden and intervenes on the day of the trial against Gen and his friends, breaking the power of the council of elders, which over the years had only claimed to act on his behalf. From that day on, gambling is no longer prohibited.

The way in which the council of elders and its helpers proceeded reminds one of a dictatorship . People are specifically monitored who are suspected of violating the rules. There is no real freedom in the supposedly perfect age. There are technical possibilities such as time travel or telepathic communication, a close coexistence with nature or no environmental pollution. But any form of pleasure or any form of striving for an individual way of life is sanctioned. When the built dolls and the associated tools of the teacher Gen and his students are confiscated, they are also ceremoniously burned. A parallel to the book burning of the Nazis in the Third Reich opens up for the viewer .
