The Department of Special Investigation ( DSI for short , Thai : กรม สอบสวน คดี พิเศษ ) is a Thai law enforcement agency . It reports to the Ministry of Justice.

structure

The DSI is headed by a General Director and three deputies. Currently (as of April 2012) this is Tarit Pengdith as general director and the deputies Naras Savestanan, Yannaphon Youngyuen and Sansern Palawatvichai.

history

The DSI became necessary in 1997 as part of an extensive reform of the judicial system. However, it was finally installed in October 2002 when a law to restructure government agencies passed parliament.

In January 2004 the DSI was authorized to act as the leading agency in white-collar crime and specific crimes.

In the course of nationwide protests, according to the agency's director, on November 27, 2013, more than 1,000 demonstrators surrounded the building complex in which the offices of the DSI and the ministries of land, immigration and taxes were located. They then asked the employees to leave the building. The authority was then evacuated.

The DSI was responsible for investigating the 2010 riots in Bangkok . On July 29, it passed the charges against ex-Prime Minister Thaksin Shinawatra and 24 other opposition leaders for violating anti-terrorism laws to the prosecutor. In November 2010, the DSI announced that 12 of 18 deaths investigated so far were due to militant red shirts or their sympathizers. The perpetrator of the remaining six dead is unknown. Reuters News Agency published internal DSI papers in December after the fact that civilians were shot at Ratchaprasong Junction from Bangkok's elevated railway in the Pathum Wanaram temple opposite on May 19, the day the area was evacuated. During the New Year celebrations in mid-April 2011, the DSI initiated proceedings against ten speakers at the commemorative demonstrations on the anniversary of insulting the king and the monarchy.

On April 18, 2011, 18 leaders of the UDD DSI were summoned to investigate allegations of lese majesty , which in Thailand is severely punished with several years in prison. Those affected included Weng Tojirakarn , Nattawut Saikua , Korkaew Pikulthong , Thida Thavornseth , Yoswaris Chuklom , Veera Musikapong and Jatuporn Prompan . Later a 19th was added to the list with Payap Panket .

On December 13, 2012, the DSI filed charges of murder against the then Prime Minister Abhisit Vejjajiva and his deputy Suthep Thaugsuban . According to the authorities, the charge was based on testimony and a judgment and concerns the case of a taxi driver shot dead by soldiers. Investigators previously interrogated Abhisit for four hours. Both of the defendants pleaded not guilty.
