Dialogue of Civilizations Research Institute
The Dialogue of Civilizations Research Institute gGmbH , (briefly DOC , German research institute dialogue of civilizations ) is in since 2016 Berlin existing think tank that focuses on global political, economic and social issues. The institute develops conflict resolution measures and advises governmental and non-governmental decision-makers. In addition to Berlin, there are offices in Vienna and Moscow .

The DOC emerged from the World Public Forum “Dialogue of Civilizations” (WPF) founded in 2002 and based in Vienna. Its initiators were the Deputy Russian Transport Minister Vladimir I. Jakunin , the Indian social scientist and entrepreneur Jagdish Chandra Kapur and the Greek-American businessman Nicholas FS Papanicolaou . In 2016 the DOC research institute was established in Berlin. His three DOC co-founders were the former Putin confidante Jakuninin (also chairman of the supervisory board), the Göttingen political scientist Peter W. Schulze and the Austrian lawyer and ex-Secretary General of the Council of Europe Walter Schwimmer . The institute sees itself as an independent platform for international research and intercultural discourse.
The Delhi Policy Dialogue in India is organized by the DOC, the media company Dainik Bhaskar Group and the Nagrik Foundation. In 2018, the DOC organized a conference together with that of the Italian LUISS School of Government . The DOC has been organizing the two-day “Rhodes Forum” on Rhodes, which has existed since 2003, since 2017 with over 300 participants.
The managing director of the DOC is the Swiss-based Leonard Joseph O'Brien and, since September 1, 2018, the French Jean-Christophe Bas .

Against the background of Russian-Western tensions, the establishment of the DOC in 2016 met with some fierce media criticism. In addition to the accusation of engaging in Russian propaganda , there was talk of “ hybrid warfare ” and the fact that Russian President Vladimir Putin is “now taking the propaganda war against the West to extremes with a German think tank”.
