action

Canton police officer Moritz Fischer applies to the Aliens Police. The bear-biting naturalization officer Max Bodmer takes the young man under his wing. Fischer should learn how foreigners are to be checked for their suitability for Switzerland and their willingness to assimilate. The two officers observe Francesco Grimolli, the socialist Italian who works on the assembly line in a Black Forest cake factory, Milena, the ballet dancer with Yugoslav roots who grew up in Switzerland, and the German couple Gertrud and Helmut Starke.

The young «Swiss maker» Fischer learns to classify the Swiss history lesson of an Italian in exactly the same way as the attack of a bourgeois caretaker or the reconciliation fondue between his boss and the German couple. The two naturalization officers do everything possible to find out as much as possible about their clients. Moritz Fischer falls in love with Milena, the beautiful dancer. Fischer is in a dilemma about the relationship with a naturalization candidate. The affair gets serious because Milena falls in love with him too. But happiness doesn't last long. When Moritz hears at a party that he is just Milena's way to the Swiss passport, love is in danger.

Trouble threatens also in the town house. Bodmer applies to the Naturalization Commission to deny the dancer Swiss citizenship. In a showdown, Fischer defies his angry superior.
