The son of the mineral oil merchant Matthias Bischoff passed his Abitur at the Einhard-Gymnasium in Aachen in 1966 and then studied law at the universities of Bonn and Bochum. After his first state examination in 1970, he started a legal traineeship, before he passed his second state examination in 1975. In 1977, Bischoff set up as a freelance lawyer in Aachen and, after completing additional courses with Erich Schmidt-Leichner and Werner Sarstedt , among others , worked as a practicing criminal defense lawyer until 1997. After that, he focused exclusively on continuing the family business.

As early as 1986, together with his sister Dorit Classen, after the early death of their father, his group of companies, consisting of mineral oil trading, mineral oil forwarding and heating construction in Aachen, Düren and Geilenkirchen, was transferred. Only four years later, Bischoff founded a mineral oil trading company and a heating construction company in Aachen's twin town, Naumburg an der Saale . He later took over other mineral oil companies based in the Aachen area and, in 2008, the Aachen branch of Shell direct GmbH .

In addition, Dieter Bischoff was elected chairman of the Mineral Oil Association Aachen from 1994 to 2003 and chairman of the General Association of the German Fuel and Mineral Oil Trade in Berlin from 1997 to 2008.

In addition to his professional obligations, Bischoff had been a member of the CDU since 1970 and was elected chairman of the CDU / CSU Mittelstands- und Wirtschaftsvereinigung (MIT) Aachen-Stadt from 1985 to 1999 . He had been a member of the MIT State Executive Committee of North Rhine-Westphalia since 1982 and was Deputy State Chairman there until 2011. In addition, Bischoff became a member of the federal executive board of MIT in 2001 and took up the position of deputy federal chairman there in 2011. In 2019, Bischoff announced that he was leaving the CDU.

From an early age, Bischoff was an avowed supporter of the Aachen Carnival and was elected Carnival Prince for the 1967/68 carnival session. He remained loyal to the carnival and in 1993 became a member of the Elferrat of the Aachen Carnival Association , which he then headed from 2003 to 2007 as president.

In addition, from 1989 to 2003 he was chairman of the Radio Aachen association .
