The museum, located in the Reduit of the Upper Danube Bastion of the Federal Fortress Ulm , was opened in 2000 after it was rebuilt from 1995 to 1999 for a total of 11 million DM . Its basis is the Donauschwäbisches Zentralmuseum Foundation , which is financed by grants from the city of Ulm, the state of Baden-Württemberg and the federal government (Federal Government Commissioner for Culture and Media in the Federal Chancellery).

The foundation's task is to preserve the cultural tradition and assets of the Danube Swabians by comprehensively documenting history, culture and landscape, collecting and presenting cultural assets and making them accessible to regional and folkloric research about the Danube Swabian regions of origin. At the same time, it is intended to disseminate and deepen knowledge about the south-eastern neighbors in order to contribute to understanding in Europe.

Josef de Ponte (1922–2006) was an important Danube Swabian painter and graphic artist with a focus on building art . Among other things, he has artistically designed more than 120 public buildings in Germany and several other European countries. The artist's extensive artistic estate, which includes graphics and oil painting, was donated to the DZM in August 2007 by the heirs.
