The Berlin E-Government Act regulates the digitization of Berlin's administration. It aims to ensure that new information and communication technologies are introduced and used. According to Section 2 (2), the standards of transparency , economy , security , citizen-friendliness, company-friendliness, user-friendliness and accessibility should apply. An evaluation should take place after 4 years . The Senate Department for Home Affairs and Sport is centrally responsible .

Administrative duties

The law contains numerous implementation provisions for the administration. The key is the introduction of the electronic file by January 1, 2023 and the provision of a De-Mail address. At the same time, the forms must be opened for processing using IT processes and secure electronic proof of identity must be offered. For this it is necessary to optimize the processes and to record processes centrally. The central service portal in Berlin must be expanded. An information security management system (ISMS) is mandatory for all authorities .

ICT State Secretary

The law introduces an ICT State Secretary in Section 21. This is responsible for the management of the modernization of the administration, the use of ICT and the development of e-government. He is responsible for all processes from the procurement of new software and compliance with uniform standards to the provision of funds in the budget . In addition, he reports to the steering committee for ICT, e-government and administrative modernization and other committees of the Berlin administration.
