Today the further development is strategically planned jointly by the federal government and the states of Baden-Württemberg, Bavaria, Bremen, North Rhine-Westphalia, Saxony and Thuringia. The developer community finances and organizes the technical infrastructure including the development, provision, maintenance and servicing of the software, with the help of which individual management software (IT-based administrative procedures or IT specialist procedures) is used to collect funds from the respective budget, cash and cash equivalents Accounting of the federal or state or the municipality can be connected.

Special features of payments to public institutions

Revenue and expenditure of public administration according to the budgets of the federal and the country divided and governed by the regulations of the respective financial regulations. Public institutions do not have their income directly at their disposal - these are essentially taxes and duties - and therefore do not have an 'own' account . Instead, income from public institutions is transferred directly to the respective budget via the federal , state or municipal coffers . In addition, special conditions apply to data access to and billing with public cash registers. The online payment (internet payment) of amounts of money to federal and state coffers is therefore subject to special requirements, for example in terms of data transmission to the coffers: The ePayBL software as an in-house development of the administration allows the budget systems of the federal and state governments via coordinated interfaces to transmit Address data. The developer community regularly adapts the ePayBL software and the associated modules to other requirements - e.g. B. regarding security, accessibility and data protection and legal changes.
