Edgar Stoppa

Edgar Stoppa (* 1961 ) is a German graduate in administration and first police chief inspector at the Federal Police Academy in Lübeck.

Stoppa is a lecturer in gun law at the Federal Police Academy in Lübeck . Another focus of his work is the law on foreigners , especially the parts of border crossing and Schengen law that are relevant for the federal police, as well as criminal law on foreigners. In these areas he published a number of specialist articles and wrote commentaries on laws.

Together with Volker Westphal , he runs a website on which both comment on current developments in the field of immigration and Schengen law and publish the report on immigration law , the content of which has been cited several times by specialized courts.

He is a member of the board of the union of the Federal Police Academy.

Blocking of the website www.westphal-stoppa.de from the network of the Federal Police

In March 2009, Stoppa and Volker Westphal commented on the Soysal ruling of the ECJ on the website www.westphal-stoppa.de. There, the authors expressed the view that Turkish citizens would in certain cases no longer need a visa to enter the Schengen area and thus also to Germany. However, this view was not shared by the Federal Ministry of the Interior, including the employer von Stoppa and Westphal. The call to the website www.westphal-stoppa.de from the network of the Federal Police was then temporarily blocked by the administration. The Bund Deutscher Kriminalbeamter criticized this as a serious attack on the freedom of information and expression.

The federal government was asked about these incidents in a small question about the "effects of the Soysal judgment of the European Court of Justice", but did not provide any concrete information on this publicly.
