Edward Skottowe Northrop

Edward Skottowe Northrop (born June 12, 1911 in Chevy Chase , Maryland , †  August 12, 2003 in Sandy Spring , Maryland) was an American lawyer and politician . After his appointment by President John F. Kennedy , he served as a federal judge in the federal district court for the District of Maryland from 1961 to 1981 .

Career

After his schooling Edward Northrop graduated from the Law School of the George Washington University in Washington, DC There, he acquired in 1937 the Bachelor of Laws . At this time he had been the village manager in his hometown Chevy Chase since 1935 , which he remained until 1941. Afterwards he was the city's trial lawyer there until 1961. Between 1945 and 1961 he also ran a private legal practice in Rockville and Washington DC. During World War II , he also served in the United States Navy from 1941 to 1945 and rose to the rank of commander .

From 1954 Northrop was also politically active. As a member of the Democratic Party , he was a member of the Maryland Senate until 1961 , and in 1958 he took over the role of leader of the Democratic majority group as the majority leader .

On August 23, 1961, Northrop was appointed judge of the United States District Court for the District of Maryland by President Kennedy ; the corresponding seat had previously been newly established. After confirmation by the US Senate on September 1 of the same year, he was able to take office four days later. This made him the first Democrat since the Civil War to hold the post of federal judge in Maryland. From 1970 to 1981 he was Chief Judge Chairman of this federal court . On June 12, 1981, his 70th birthday, he switched to senior status and thus effectively retired. His seat fell to Walter Evan Black ; Frank Albert Kaufman took over the presidency of the court . Northrop then served as a judge on the United States Foreign Intelligence Surveillance Court of Review from 1985 to 1992 . He died on August 12, 2003 in Sandy Spring and was buried in Saint Johns Episcopal Cemetery in Olney .
