The Elbinselquartier (north-south axis until 2016) is the name of an approx. 47 hectare urban development area on the Elbe island of Wilhelmsburg in the south of Hamburg, which has been in planning since 2015. The plans are prepared and implemented by the municipal project development company IBA Hamburg GmbH .

The Elbinselquartier is located between the Ernst-August Canal, Aßmann Canal, Jaffe-Davids Canal and Rotenhäuser Strasse and is thus in the northern center of the Elbe island Wilhelmsburg. The area forms an urban development link along a landscape axis between the north and south of Wilhelmsburg, which gave the area its first name until 2016: the north-south axis. It lies between two other project areas that are being developed by IBA Hamburg GmbH, the Wilhelmsburger Rathausviertel in the south and the Spreehafenviertel in the north.

Urban planning procedure

After the relocation of Wilhelmsburger Reichsstraße, a new quarter for living and working with at least 2,100 new apartments and 28,000 m² GFA as well as open and green spaces is to be built on the approx. 47 hectare area . Between April 2016 and July 2016, the IBA Hamburg GmbH, the Authority for Urban Development and Housing and the District Office of Hamburg Mitte carried out an urban development and open space planning competition called “Good Neighborhood - Living and Working Between the Canals”. An extensive participation process for citizens was created by the project “Perspektiven! Planning together for the Elbe island ”of the Wilhelmsburg community center and its cooperation partners, the Wilhelmsburg District Development Advisory Board and the vhw Federal Association for Housing and Urban Development eV, implemented since 2015.

The competition was won by the joint design by the architects Hosoya Schaefer Architects AG, Zurich and Agence Ter, Paris / Karlsruhe. This provides for a variety of mixed typologies and architectures and its design approach is based on the existing surroundings and the landscape. The center of the quarter consists of local amenities, a school center and a central park. The Elbinselquartier is to be networked with all neighboring quarters through numerous new path connections, especially with the adjacent Reiherstieg district .
