Elspeth Rosamund Morton Howe, Baroness Howe of Idlicote CBE (born Shand , born February 8, 1932 ) is a British life peeress .

She is the daughter of the writer Philip Morton Shand and his fourth wife Sybil Mary Sissons. Therefore she is the aunt of Camilla, Duchess of Cornwall , whose father Bruce Shand is her half-brother from her father's previous marriage. She went to Wycombe Abbey , a leading private school for girls in England, and then to the London School of Economics .

In 1953 she married the rising politician Geoffrey Howe . They have one son and two daughters. Since her husband was beaten to a Knight Bachelor degree in 1970 , she has held the courtesy title of Lady Howe . Since her husband was promoted to Life Peer as Baron Howe of Aberavon in 1992 , she has held the courtesy title of Baroness Howe of Aberavon .

Elspeth Howe was vice chairman of the Equal Opportunities Commission from 1975 to 1979, and has held numerous other positions from 1980. Among other things, she was chairwoman of the Broadcasting Standards Commission . In 1999 she was named Commander of the Order of the British Empire . In 2001 she was promoted to Life Peeress as a People's Peer with the title Baroness Howe of Idlicote , of Shipston-on-Stour in the County of Warwickshire, and has been a member of the House of Lords ever since . She and her husband, who died in 2015, were one of the few married couples with whom both conducted a life peerage.
