María Elvira Rodríguez Herrer (born May 15, 1949 in Madrid ) is a Spanish politician . The economist was Environment Minister in the government of José María Aznar from February 2003 to April 2004 . From 2012 to 2016 she was President of the Financial Supervisory Authority Comisión Nacional del Mercado de Valores .

Career

Rodríguez studied economics and political science at the Complutense University of Madrid . After the Partido Popular took over government after the parliamentary elections in 1996 , she became the general director responsible for the budget under Economics Minister Rodrigo Rato . A year later, she moved to the Joint Commission of the Autonomous Community of the Basque Country as a representative of the state government .

After the parliamentary elections of 2000 , she was appointed State Secretary for Budget and Expenses, from where she moved to the head of the Ministry of the Environment at the end of February 2003 after Jaume Matas resigned due to the crisis management surrounding the sinking of the Prestige oil tanker . After a change of government as a result of the parliamentary elections in 2004 , she was inherited by the socialist Cristina Narbona and was subsequently a simple member of the Congreso de los Diputados . Under Esperanza Aguirre , she was Minister for Transport in the Government of the Community of Madrid between 2006 and 2007 , after which she was President of the Madrid Parliament. From September 28, 2012 she was President of the Financial Supervisory Authority Comisión Nacional del Mercado de Valores , and in autumn 2016 she handed over the management to Sebastián Albella . In March 2017, she took over the chairmanship of the state-owned company Tragsa .
