Enova is a Norwegian state-owned company ( Statsforetak ), founded in 2001 and based in Trondheim , with the aim of promoting the transition to greener consumption and sustainable production in the energy sector . At the same time, society should improve security of supply. In 2018, the company's administration moved from the Ministry of Oil and Energy to the Ministry of Climate and Environment .

The company pursues a broad government mandate to both promote the practical use of renewable or resource-saving energy sources and generally to anchor the relevant knowledge in the population. The formulated goals include:

  • more efficient and flexible use of energy
  • increased use of other energy sources than electricity, natural gas and heating oil
  • increased use of new energy resources, including the reuse of energy and bioenergy
  • Introduction and development of new energy and air conditioning technologies and solutions
  • well functioning markets for efficient and environmentally friendly energy solutions
  • increased general knowledge in society regarding the possibilities of using efficient and environmentally friendly energy solutions
  • reduced emissions in the transport sector

Measures and means

The state energy agency relies on two main means to achieve its goals. On the one hand, this includes advising private households and private companies on energy-saving measures. On the other hand, Enova relies on financial instruments and financial incentives to stimulate the market. These include B. Programs for heating centers and the promotion of biogas production (commercial players) as well as investment promotion for air-water heat pumps and a subsidy for the abolition of oil boilers and heating systems (private households).

The scope of the funding depends on the technology or measure and varies from "individual / project-dependent" (in the "Industry" category, for example when introducing new technology to increase energy efficiency) to the proportional financing of the costs of a measure up to a maximum rate (in the “commercial / public buildings” category, for example, 50% of the documented costs or a maximum of NOK 1 million for concept development for innovative energy solutions in buildings and the interaction between buildings, energy system and transport) up to specific requirements (For example, max. NOK 200,000 with an energy saving of 1–10 GWh / year when introducing energy management programs in industry, transport and plant construction in the “Industry” category).

The funds come from the energy fund ( Grunnfondet for fornybar energi ), the income of which results from a mandatory charge on electricity tariffs and from the allocation from the state budget. In 2014, a total of NOK 1,957 million was raised , which (at the exchange rate on December 31, 2014) corresponds to approx. EUR 216 million . In 2009, funding in the wind power sector totaled NOK 1,068 million, which supported the generation of 453 GWh of “clean electricity”.
