Refreshment money

As refreshment money is from an election tradition that allowance for volunteer campaign workers in Germany called. In Baden-Württemberg, on the other hand, there is talk of “ Zehrgeld ”. In recognition of the voluntary work, you receive a (flat-rate) compensation, which is intended for food and drinks.

In the case of nationwide elections ( Bundestag and European elections ), the funds are the same in all federal states in accordance with the respective electoral regulations. Since March 2017, the refreshment allowance according to § 10 of the federal election regulations has been 25 euros, for the chairman 35 euros. An amendment to § 10 of the European Election Regulations can be expected by the next European elections.

This can be deviated from in state and local elections . For example, the state of Brandenburg pays its electoral workers 15 euros, while in Schleswig-Holstein up to 30 euros and in Berlin up to 50 euros for electoral work. Baden-Württemberg, Saxony-Anhalt, Rhineland-Palatinate and Hesse pay 21 euros, whereby the municipalities in Hesse are allowed to top up the amount at their own expense. The granting and the amount of refreshments and cash in the individual federal states are regulated by the relevant state election laws or state election regulations. Complex breakdowns according to electoral officers and electoral boards, as well as whether this takes place in a polling station or postal voting station, arises in the city states of Berlin and Bremen.

In the event that an electoral officer is commissioned outside of his own constituency, additional costs can be reimbursed in accordance with the respective travel expense laws.

Country-specific regulations

Baden-Württemberg

Members of the electoral committees can be granted an allowance of 21 euros each for participation in a meeting of the electoral committee, and members of the electoral boards for election day.

Bavaria

Election workers can be granted a refreshment allowance as an expense allowance. The amount is determined by the respective municipality. For European, Bundestag, Landtag and district elections as well as referendums, the municipality receives a flat-rate reimbursement of the amount for each election worker from the federal government or the Free State and District. The respective municipality decides on its own responsibility whether to increase this amount.

Berlin

For work on the electoral board, the refreshment fee is 50 euros, for work in a postal voting station it is 35 euros. For employees of the public service, the refreshment allowance is 30 euros or 25 euros in a postal voting station if time off is granted. If the time off allowance is not granted or not used, the general rates apply. If the employer grants compensation for time off, the refreshment allowance is EUR 30 and EUR 25 in the postal voting board.

Brandenburg

A refreshment allowance of 15 euros each can be granted to the members of the election committees for participating in a convened meeting and to the members of the electoral boards for the day of the election. The electoral officers can be granted a refreshment allowance of 20 euros. The refreshment allowance is offset against a daily allowance according to paragraph 1.

For the 2014 state elections , the refreshment fee is between 21 and 45 euros, depending on the constituency.

Bremen

A so-called refreshment allowance is paid as compensation for work on the electoral board. In the state of Bremen it is, depending on the effort and responsibility in European and Bundestag elections

  • for electoral officers 40 euros,
  • for the other members of the electoral board 30 euros,

in state and local elections

  • for electoral officers in ballot boxes 40 euros,
  • for the other members of the ballot box, 30 euros,
  • for electoral officers in postal voting boards 50 euros,
  • for the other members of the postal voting board 40 euros,
  • for election officers in counting election boards 45 euros,
  • for the other members of the counting election committee 35 euros.

In the case of state and local elections, the refreshment allowance for the postal and counting election boards is paid for each day of activity. Attending a training course is compulsory for certain functions (e.g. election officer), and voluntary for the other election officers. For participation in a training course, members of the ballot box voting boards receive an additional 5 euros, members of the postal and counting voting boards for state and local elections receive an additional 10 euros.

Hamburg

Since the digital voting pen system (DWS) was not used in the Hamburg city council and district assembly elections in 2008 , the approx. 3.2 million ballot papers with a total of around 9.6 million votes had to be counted by hand. For this reason, the refreshments were increased by at least two and a half times.

  • Electoral district leaders received 120 euros (previously 45 euros),
  • Deputy 110 euros (previously 35),
  • simple election workers 100 euros (previously 30 euros) per day.

Hesse

The state reimburses the municipalities 21 euros per person. In many cases, however, the actual refreshment allowance granted is higher; the municipalities bear the additional costs themselves.

Mecklenburg-Western Pomerania

Depending on the constituency, the refreshment allowance is between 21 and 45 euros.

Lower Saxony

The legislator regulates the minimum amount of 16.00 euros. Higher amounts are at the discretion of the municipality. Bad Nenndorf, for example, has been paying 25 euros for (some) years. The electoral officers and their deputies receive 30.00 euros, as they have a higher cost than the other electoral officers (collecting the documents before the election / returning them after the election, visiting the preliminary meeting, etc.)

§ 8 Compensation for the exercise of elective positions

(1) Without prejudice to Paragraph 2, the expenses for voluntary voluntary work are covered by a lump sum payment within the framework of the following maximum rates:
1. 16 euros per meeting for the members of the state electoral committee and a district electoral committee and
2. 25 euros for members of an electoral committee.

North Rhine-Westphalia

In North Rhine-Westphalia, depending on the municipality and function on the electoral board, the amount of refreshment money varies and is between 28 and 100 euros.

Rhineland-Palatinate

A refreshment allowance of 21 euros each, which is offset against a daily allowance, can be granted to members of the electoral committees for attending a meeting and to members of the electoral boards for election day.

Saarland

A refreshment allowance of 15 euros each, which is offset against a daily allowance, can be granted to members of the election committees for participation in a meeting convened in accordance with Section 3 and to members of the election boards for election day.

Saxony

A refreshment allowance of 15 euros each, which is offset against a daily allowance, can be granted to members of the electoral committees for participation in a convened meeting and up to 20 euros to members of the electoral boards for election day.

Saxony-Anhalt

§ 9 Reimbursement of expenses and refreshments

(2) The assessors of the electoral committees can be granted a refreshment allowance of 21 euros for the participation in a meeting called according to § 4 and the members of the electoral boards for the day of the election, which is to be offset against a daily allowance according to paragraph 1.
(3) Any loss of earnings that can be proven while exercising the voluntary office will be compensated upon request up to a maximum of 16 euros per hour.
(4) The following are responsible for determining the compensation:
1. the election officers with regard to the assessors of the election committees,
2. the municipalities with regard to the members of the electoral boards of their electoral districts,
3. the district returning officers with regard to the members of the postal voting boards.

Schleswig-Holstein

A flat-rate reimbursement of expenses of up to 30 euros can be paid to members

1. the election committees for participation in a meeting called in accordance with § 2 and
2. be granted to the electoral boards for election day. The flat rate reimbursement of expenses is to be offset against a daily allowance according to paragraphs 1 and 2.

Thuringia

A refreshment allowance of 16 euros each, which is offset against a daily allowance, can be granted to members of the electoral committees for participating in a convened meeting and to members of the electoral boards for election day. Instead of a refreshment allowance, public employees should be granted appropriate compensation for their leisure time.

Refreshment allowance is also paid for the election workers of the electoral bodies within the meaning of Section 53, Paragraph 1, Clause 1 of Book Four of the Social Code .

“The members of election officers and other electoral workers who are active during the time and at the place of their regular employment receive a refreshment allowance of 16 euros for this time instead of an expense allowance if they spend more than five hours during regular working hours. If their use extends beyond their regular working hours, they will receive an expense allowance calculated on the basis of this time expenditure. The services together may not exceed the amount resulting from paragraph 3 for the entire time required. "

Referendums and referendums

In the case of referendums and referendums , a refreshment fee is also offered. In both cases, the provisions of the federal election regulations on honorary offices and the reimbursement of expenses for holders of elective offices and on refreshment allowances apply.
