Dietmar Woidke was elected Prime Minister on November 5, 2014 with 47 votes in favor. The SPD and the Left had a total of 47 seats in parliament, while the opposition had 41 members. 87 MPs had voted. 45 yes votes were required for an absolute majority. Woidke accepted the election and was sworn in by the President of the State Parliament, Britta Stark .

Suffrage

On January 26, 2012, the state parliament decided to lower the age limit for the right to vote to 16 years.

The state parliament basically consists of 88 members, 44 are elected by majority vote in the constituencies, the rest by proportional representation according to the state lists of the parties and associations. Overhang and compensation mandates can increase this number to a maximum of 110. The details are set out in the Brandenburg State Election Act.

The seats are distributed according to the Hare-Niemeyer method . Only parties and political associations whose share of second votes exceeds the threshold of 5% or who have won a direct mandate in a constituency ( basic mandate clause ) take part in the distribution of seats .

According to the constitution of the state of Brandenburg and the electoral law for the state parliament of Brandenburg, the election date must be a Sunday or a public holiday, at the earliest 57 and at the latest 60 months after the beginning of the election period. For this election, a date from July 27th to October 19th came into question, which was then set for September 14th, 2014.

initial situation

Distribution of seats after the 2009 state elections

A total of 88 seats

After the state elections in Brandenburg in 2009 , which took place parallel to the 2009 federal elections , the ruling SPD did not continue the previous coalition with the CDU , but opted for a coalition with the Left . Matthias Platzeck remained Prime Minister , and the new Finance Minister Helmuth Markov (left) became his deputy .

On August 28, 2013, Platzeck resigned from the office of Prime Minister. His successor was Interior Minister Dietmar Woidke . In the run-up to the election, he announced that he would like to continue the coalition with Die Linke. The left also supports this project.

The CDU party leader and top candidate Michael Schierack categorically ruled out a coalition with the AfD in a statement to the dpa news agency .

In 2013 Christoph Schulze resigned from the SPD and the SPD parliamentary group. In 2014 he was the top candidate for BVB / Free Voters and won the direct mandate in the constituency of Teltow-Fläming III , in which he had already been elected as an SPD candidate in 2004 and 2009. By winning this direct mandate, the threshold clause did not apply and his party entered the state parliament with three candidates and no parliamentary group status.

Participating parties

Parties, political associations and list associations that had participated in the previous state election or the previous federal election in the state of Brandenburg or had announced their participation by June 18, 2014 could take part in the election. The German National Assembly (DNV) was the only association to announce its participation. However, DNV's notification of participation was rejected as invalid because not all of the documents required for approval were available on time. Election proposals from parties or political associations that are not represented on the day the election day is announced, 10 December 2013, on the basis of their own election proposal in the state parliament or with a member of the Bundestag elected in Brandenburg must submit 2,000 support signatures for the state list. 100 signatures per constituency are required for constituency nominations. Nominations for election had to be submitted by July 28th.
