Brandenburger United Citizens Movements / Free Voters ( short name : BVB / Free Voters , spelling: BVB / FREIE WÄHLER, also known as BVB / FW) is a political party active in Brandenburg . It brings together groups of voters and political associations. The association was founded in 2008 under the name Brandenburger United Citizens Movements, and in 2011 the current name was adopted. The party is not part of the Federal Association of Free Voters , but cooperates with it.

At the Brandenburg state election, 2014 , BVB / FDP moved thanks to the force in Brandenburg basic mandate clause into the parliament after its candidate Christoph Schulze in III state election Teltow-Flaming a direct mandate had won. In accordance with the second vote share of 2.7%, the party was represented by three members in the state parliament, but two of them left the party in 2017. In the state elections in 2019 , the party almost jumped the five percent hurdle and its chairman Péter Vida received a direct mandate in the constituency of Barnim II .

The aim of the Brandenburg United Citizens Movement / Free Voters is to bundle the various regional voter groups and to establish an independent and grassroots policy.

In May 2012 in Groß Köris , the general assembly of the Brandenburg United Citizens Movements / Free Voters adopted its new basic program. On a total of 40 pages, the standpoints on key state political issues are formulated. It is u. a. gave a clear rejection of a municipal and district reform and instead called for the strengthening of local self-government. The focus is on strengthening rural areas. More elements of direct democracy are also advocated . Another important point is compliance with data protection. The United Citizens Movements / Free Voters in Brandenburg are in favor of transparent administrations that proactively make all data collected available online for free use and disclose files upon request from citizens. In budget policy, the gradual reduction of the total debt of the state of Brandenburg by 100 to 200 million euros annually is planned from 2018, which goes beyond the requirements of the debt brake for federal states defined in the Basic Law .

BVB / Free Voters emphatically advocate the implementation of a referendum on the redefinition of the location of Berlin Brandenburg Airport and rejects the current location of Schönefeld u. a. for reasons of health protection of local residents and economic inefficiency.

The state's political spokesman for environmental protection and nature conservation, Robert Soyka, described in a lecture on September 11, 2010 the human impact on climate change as exaggerated in the public presentation. In return, he called for greater efforts in local environmental protection and measures against the massive deforestation of the rainforests. In terms of agricultural policy, BVB advocates a pragmatic combination of organic and conventional agriculture that should not be completely dependent on subsidies. Together with environmental associations and the Brandenburg Greens , BVB / Free Voters spoke out against the approval of the pig fattening facility in Haßleben ( Uckermark ).

In October 2012, the association intervened in the discussion about the planned municipal and district reform in Brandenburg with a position that was signed by several mayors and that was strictly against the plans.

The Brandenburg United Citizens' Movements / Free Voters focus on improving the living conditions for migrants. In the basic program, a comprehensive active and passive right to vote for foreigners is required. In the postal vote for the election of the Advisory Board for Migration and Integration of the Barnim District, which ended on September 6, 2011, the nomination for the Alliance of Independent Migrants, initiated by Vida, was the strongest list with 45.4% of the votes cast. At the constituent meeting of the Advisory Council for Migration and Integration, Vida was elected chairman in the Barnim district and representative in the Migration and Integration Council of the State of Brandenburg. Cooperation with the Muslim network is also maintained. Since June 2012, Vida has also been Brandenburg's representative on the Federal Immigration and Integration Council . On the occasion of the 20th anniversary of the Barnim district , together with members of the parliament of the Left, a greater acceptance of refugees was demanded. At the end of 2014, Vida was re-elected as Chairman of the Migration Advisory Board. On November 14, 2017, the Alliance of Independent Migrants list won the election of the Advisory Board for Migration and Integration in the Barnim district with 73% of the votes and got 7 out of 9 seats. In the constituent meeting of the body, Péter Vida was unanimously re-elected as chairman.

Despite the extensive national ties of the United Citizens Movement / Free Voters in Brandenburg, there is a strong focus on the European unification and integration process. Among other things, a more consistent expansion of the European Union is called for.

BVB was founded in 2008 in the run-up to the local elections in Brandenburg . In the district elections she participated with various political associations and groups of voters from several counties and municipalities, u. a. with the small party 50Plus The generation alliance and representatives of the left as well as the farmers' associations as a list association under the name Brandenburger United Citizens Movement / 50 Plus and achieved 1.7% of the votes nationwide as well as 14 district council mandates.

The group was recognized as a political association by the regional returning officer on July 23, 2009. On September 27, 2009, BVB joined the Free Voters Germany party as a list association, Together for Brandenburg: Free Voters, for the 2009 state election . The joint nomination accounted for 1.7% of the valid second votes and 2.4% of the valid first votes. The party funding that was subsequently applied for was refused to the list association because, in the opinion of the Bundestag administration, list associations are not entitled to it. On March 28, 2011, the association announced that it would stand independently under the name BVB / Free Voters in the upcoming state elections in 2014. On June 6, 2011, the renaming of the association and the election of the statutory bodies were published.

In response to the resignation of Federal President Horst Köhler on June 1, 2010, the state executive published the proposal to nominate Stefan Raab as a candidate for the federal presidency. In the absence of members in the Federal Assembly, the Raab Association could not formally nominate as a candidate.

In the full-time mayoral elections in 2011, three candidates ran for the BVB / Free Voters. In Rietz-Neuendorf , Olaf Klempert was re-elected with 76.2%. Christiane Herrmann achieved 13.5% in Panketal , Jürgen Hinze in Wandlitz 5.4%.

At the early municipal council election in Kümmernitztal on June 17, 2012, the joint list of BVB / Free Voters, Citizens for Kümmernitztal and Together for a Strong Community! 33.2% of the valid votes and received 3 of the 8 seats to be allocated. Members of the Brandenburg United Citizens' Movements / Free Voters initiated a referendum in Bernau in 2013 for co-determination in road expansion, the aim of which was to make road expansion and development measures dependent on the votes of the residents concerned. In the vote on October 20, 2013, 94.6% of voters voted for the referendum, which was successful. The association then started a referendum on the same topic in the municipality of Borkwalde (Potsdam-Mittelmark). On March 30, 2014, another referendum, co-initiated by the Brandenburg United Citizens Movements / Free Voters, took place in Bernau, with the aim of voting out Mayor Hubert Handke (CDU). With a total of 13,478 valid votes cast, 8153 citizens voted for the vote, which corresponds to a result of 60.5%.

The Brandenburg United Citizens' Movements / Free Voters with around 530 district council candidates took part in the local elections in Brandenburg, which took place on May 25, 2014 at the same time as the European elections. A good 100 groups of voters and citizens' initiatives are involved in the list associations, and they also ran around 1,800 applicants in the elections for municipal councils and city councils. In total, nominations were submitted in 15 of the 18 rural districts and cities. With 102,178 votes nationwide, the association achieved a result of 3.6% in the district council elections and elections to the city councils of independent cities. This means that a total of 33 seats in parliamentary bodies have been won and the result of 2008 has more than doubled. In the elections, the main aim was to strengthen rural areas and prevent territorial reform.

As early as April 2013, the association announced its intention to participate in the state elections in Brandenburg in 2014 . In a press release dated July 12, 2014, it was announced that the quorum of 2,000 support signatures required by Section 24 (4) sentence 3 no. 2 of the Brandenburg State Election Act had been clearly exceeded. In the meeting on August 1, 2014, the state election committee decided to allow the submitted list proposal for state elections. In the September election, a second vote result of 7% was aimed for. The current member of the state parliament and former co-founder of the SPD in Brandenburg, Christoph Schulze , was elected as the top candidate by the general assembly. Iris Schülzke , official director of Schlieben and state chairman Péter Vida followed in second and third place on the state list . In the country program that has been adopted, further territorial reform is rejected and stronger support for migrants is proposed. Furthermore, a referendum on the future location of the Berlin-Brandenburg Airport is called for.

With 27 percent of the first votes, top candidate Christoph Schulze won his direct mandate. Due to the basic mandate clause of the Brandenburg state election law, BVB / Free Voters entered the state parliament with 2.7% of the second votes as a group with 3 seats. According to Brandenburg's electoral law, it is sufficient to obtain a basic mandate so that the second votes are fully taken into account when calculating the mandates. According to the rules of procedure of the Brandenburg state parliament, a group of representatives must consist of at least four people in order to receive parliamentary group status.

On September 10, 2015, the state parliament group BVB / Free Voters filed a complaint with the State Constitutional Court of Brandenburg. The legal representatives Helge Sodan and Hasso Lieber made it clear that the treatment of the group violated fundamental principles of the state constitution and that a lawsuit was therefore necessary. In its ruling on July 22, 2016, the court stated u. a. states that the financing regulations, which the majority in the state parliament approved of the BVB / Free Voters group, violate their constitutional rights under Art. 56 Paragraph 1, 2 of the state constitution. The exclusion of being able to register current hours in the plenary session of the state parliament, as well as the regulation of speaking time for the parliamentary group, were judged to be a violation of the state constitution.

In the election of the Federal President on February 12, 2017 , Alexander Hold , the joint candidate of the Free Voters Bavaria and BVB / Free Voters, won 25 votes. As the election proposal was only supported by 11 members of the Federal Assembly , Hold surprisingly also received some votes from other political camps. In September 2017, the group in the Brandenburg state parliament disbanded after MPs Vida and Schülzke had declared their departure. The regional association accused Schülzke and Schulze of ignoring the resolutions of the membership and of not having paid mandate holder contributions . Schülzke and Schulze announced that they would leave the party. Vida also accused them of ignoring resolutions of the board of directors on the work of the group, which Schülzke and Schulze, on the other hand, described as an authoritarian leadership style.

In the district council elections in April 2018, BVB / Free Voters competed in 3 districts. In the district of Barnim, the candidate Sven Weller achieved 18.1%, in the district of Uckermark, the applicant Torsten Gärtner achieved 15.8%, while Hans-Georg Rieger in Ostprignitz-Ruppin achieved 5.3%.

In June 2018, the members of the central assembly in Wildau decided to carry out a popular initiative to abolish road development contributions in the state of Brandenburg.

In the nomination meeting on November 25, 2018, Péter Vida was elected as the top candidate for the 2019 state election with 98% of the votes . Ilona Nicklisch , a member of the Senftenberg district council, followed in second place . The airport critic and community representative of Blankenfelde-Mahlow , Matthias Stefke , was nominated in third place . The main focus in the state election campaign should be a better infrastructure for rural areas, the expansion stop for further wind turbines as well as an end to road expansion contributions in connection with the full repayment of all old connection contributions.

In the local elections taking place on May 26, 2019 parallel to the European elections, BVB / Free Voters achieved the best result to date with 6.3% nationwide. Popular initiative "Abolish road expansion contributions!"

On October 23, 2018, BVB / Free Voters launched the popular initiative "Abolish road expansion contributions". The aim of the popular initiative is to exempt homeowners in Brandenburg from the costs of road construction. The demand was justified by the fact that roads were generally available for use by the general public and should therefore also be financed by the general public. In order for the popular initiative to come about, it was necessary, in accordance with Section 6 of the Brandenburg Act on the procedure for popular initiatives, popular initiatives and referendums, to collect at least 20,000 signatures within one year.

A good third of the required signatures were obtained within the first month of the popular initiative. At the end of November 2018, a study by the Brandenburg Ministry of the Interior came to the result that the implementation of the popular initiative's demand would result in annual costs of around EUR 25 million, while Interior Minister Karl-Heinz Schröter previously expected annual costs of EUR 100 million. In the plenary session of the Brandenburg state parliament on December 14, 2018, the state parliament member Péter Vida announced that the quorum of 20,000 signatures had already been reached. On April 10, 2019, at the meeting of the Brandenburg State Parliament, a joint motion by MP Péter Vida and the government factions of SPD and DIE LINKE, which provides for a retroactive abolition of road development contributions from January 1, 2019, was unanimously referred to the Interior Committee. The amendment to the law was finally passed by the state parliament on June 13, 2019.

State election 2019

In the state elections in Brandenburg on September 1, 2019 , the association entered as list proposal No. 6 with a total of 39 state list applicants. The aim was to get back into the Brandenburg state parliament after the parliamentary entry in 2014. In particular, a direct mandate in the state constituency of Barnim II was sought by the party chairman and top candidate Péter Vida and the project was given "good chances". In the state elections in 2019, Péter Vida won the direct mandate in the state constituency of Barnim II . Ilona Nicklisch , Matthias Stefke , Christine Wernicke and Philip Zeschmann also moved into the state parliament via the list because the party received five percent of the votes nationwide.

The state chairman is Péter Vida , who has both German and Hungarian citizenship . Vida was excluded from the CDU in 2004 because he had run in the local elections in 2003 on the nomination of the open youth list Bernau wins . He has been a member of the Bernau City Council since 2003 and of the Barnim District Council since 2008, where he has been Chairman of the BVB / Free Voters parliamentary group since September 21, 2011.

At the state members' meeting of BVB / Free Voters on July 15, 2017, Péter Vida was re-elected as state chairman with 89.2% of the votes. On June 20, 2015, he achieved his best result to date with 100% of the vote. In April 2013 he had received 96.7% of the vote. The respective district spokesmen are responsible for coordinating the cooperation with the various local voter groups and citizen initiatives. With a state board resolution of March 27, 2010, the state advisory board was founded, which currently includes 33 state political spokespersons and state representatives. This committee decisively shapes the content-related work of BVB / Free Voters and develops the concepts in the individual departments.

At the district and community level, the Brandenburg United Citizens Movements / Free Voters work together with different parties and voter groups. In the district of Oberhavel , district council members of the BVB / Free Voters form a coalition with the SPD / LGU and CDU parliamentary groups, in the districts of Elbe-Elster and Oder-Spree a joint parliamentary group with the constituency of agriculture, the environment, nature conservation and the voters group farmers , Hunters, anglers and the Oder-Spree civil association. In the Havelland district there is a factional community with the farmers' association. This parliamentary group also includes the president of the Brandenburg State Farmers' Association, Udo Folgart , who is also a member of the SPD's state parliament.
