Pierre had yet to be confirmed by both chambers of Congress. After the Senate had approved the election of Pierre on May 7, 2008, the Chamber of Deputies did not approve of the formation of the government. On May 12, 2008, the Chamber of Deputies (Chambre des Députés) prevented the appointment as prime minister: With a majority of 51 against, there were 35 pro-votes and 9 abstentions. This meant that Pierre, who was to become Haitian Prime Minister in 1997, was rejected a second time by the Chamber of Deputies.
