Life

Baxter was born in Saskatoon, Saskatchewan Province . He grew up in a Presbyterian community. After a job with the Pentecostal Assemblies of Canada , he became the pastor of the Evangelistic Temple in Vancouver . From 1947 to 1954, Baxter worked with William Marrion Branham , an evangelist and healing preacher , whose campaigns he organized in Canada before separating from him because of theological differences.

In the 1960s, Baxter turned to the charismatic movement, which was still being established at the time, and became friends with Dennis J. Bennett , the pastor of St. Luke's Episcopal Church in Seattle . In 1974 he met the head of the Christian Growth Minstries , Bob Mumford, during a conference and then moved to Fort Lauderdale to work as a director in this organization, known as the Shepherding Movement , until 1984 .
