The succulent Euphorbia clivicola forms a subterranean shoot from a fleshy and tuberous root that is up to 15 centimeters long and 3 centimeters thick. This branches out on the surface of the earth and forms a dense mat through further branches. The square branches are up to 6 inches long and about 1.5 inches thick. On the edges they are provided with bulbous warts. The triangular thorn shields are up to 4 millimeters in size. Thorns up to 5 millimeters in length and very small stipple thorns are formed.

The inflorescence consists of single and simple cymes that are almost sessile. The cyathia reach 3.5 millimeters in diameter. The elongated nectar glands are colored yellow and butt against each other. The ovary is almost sessile. Nothing is known about the fruits and seeds.
